QUESTION:
What do the scholars of the Din and muftis of the Sacred Law state regarding the following issue: some Hajj Package Travel Agents, first take the group to Madina tul Munawwarah then they go to perform their Hajj, is it permissible to do this? Is it necessary for one to go to Madina tul Munawwarah after performing Hajj?

الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب
It is permissible to do this. However, it is best for one to perform their Hajj and then to present oneself in the sacred lands of Madina tul Munawwarah as this was the way of our pious predecessors. This (ترتیب) order has also been indicated towards in the Blessed Hadith (narration) of the Noble Messenger صلی اللہ علیہ وآلہ وسلم :
“مَنْ حَجَّ إلَى مَكَّةَ ثُمَّ قَصَدَنِي فِي مَسْجِدِي كُتِبَتْ لَهُ حِجَّتَانِ مَبْرُورَتَانِ”
[Nayl al-Awtar, vol 5, page 114]
Therefore, whosoever visited Madina tul Munawwarah before performing Hajj, if there is nothing preventing him from doing so he should return to kiss the sacred soil of the blessed lands of Madina tul Munawwarah زَادَهَا الله شَرَفًا وَّ تَعْظِيْمًا وَّ تَكْرِيْمًا and present himself at the Blessed Mausoleum of the Merciful Prophet صلی اللہ علیہ وآلہ وسلم.
Also, this is the etiquette that one performs Hajj and by means of it purifying himself, then presenting himself in the Pure Court of the Noble Prophet صلی اللہ علیہ وآلہ وسلم because Hajj washes the sins of an individual and makes one as pure as he was when his mother gave birth to him.
The Beloved Prophet صلی اللہ علیہ وآلہ وسلم has informed us:
“مَنْ حَجَّ لِلَّهِ فَلَمْ يَرْفُثْ، وَلَمْ يَفْسُقْ، رَجَعَ كَيَوْمِ وَلَدَتْهُ أُمُّهُ”
Translation: ” Whosoever performs Hajj (for the sake of Allah) and does not say any immoral talk and did not commit any sin, then he returned in such a way, like the day his mother gave birth to him (free from any sin).”
[Sahih Bukhari, Book of Hajj, Hadith 1521]
